 The Labour government is preparing a significant tightening of immigration rules. The focus is on English language proficiency. Upcoming proposals are expected in a white paper next week. In this instance, overseas workers will need to demonstrate a substantially higher level of English to qualify for a UK visa.

Currently, migrants must meet a basic standard, broadly equivalent to GCSE level. In fact, the new requirement will align more closely with A-level English, meaning applicants must show the ability to speak fluently and write on complex topics with confidence.

Consequently, this change forms part of a broader strategy to address record net migration figures – reportedly 728,000 in the past year – and to encourage labour market participation among the estimated nine million UK residents currently out of work.

Moreover, the government is also expected to extend the higher English requirement to those seeking permanent settlement, including successful asylum applicants, after five years’ residence.

What are the additional reforms?

Additional reforms under consideration for the English Language Requirement include:

  • Tougher assessments of English ability;
  • Greater emphasis on alignment with “British values,” though testing mechanisms are still under review;
  • Sector-specific workforce plans designed to reduce reliance on overseas labour, particularly in industries such as construction, engineering and technology;
  • A renewed focus on apprenticeships and domestic talent development.

Ministers have reportedly acknowledged that the current points-based immigration system, introduced post-Brexit, has not met expectations and will require significant revision.
